Allen Media wants more in FCC’s diversity plan than a tax break

Allen Media Group, which is run by entertainment mogul Byron Allen, also derided a winning path in Washington for improving diversity: the reinstatement of the minority tax certificate program, which it says , will be ineffective without more aggressive action by Congress and the FCC.
